CIC Launches Upgraded AppCoMS 2.0 Portal for RTI Appeals and Complaints

New Delhi, August 17: The Central Information Commission (CIC) on Monday launched its upgraded Appeal and Complaint Management System (AppCoMS 2.0) to strengthen digital infrastructure and streamline the processing of Second Appeals and Complaints under the Right to Information Act, 2005.

The upgraded portal was launched by Chief Information Commissioner Raj Kumar Goyal. The platform, developed within the prescribed project timeline, features enhanced security, improved functionalities and streamlined workflows. Applicants can now use individual accounts linked to their email IDs and mobile numbers to file Second Appeals and Complaints, track case timelines, access documents, download hearing notices and obtain decisions and orders.

The upgraded system also provides dedicated user accounts for Central Public Information Officers (CPIOs) and other designated officials of public authorities, enabling them to access case details and submit documents online. Another key feature is the use of Digital Signature Certificates (DSCs) for digitally signing and issuing notices and orders. Decisions issued during the transition period from August 1 onwards and dispatched by post will be uploaded on the upgraded portal in the coming days. The CIC said AppCoMS 2.0 reflects the government’s broader focus on transparent, citizen-centric governance through digital transformation.
