Shloka Translation
BG – Ch. 9- Ver. 30:

Even the most heinous sinners who worship Me exclusively are to be deemed righteous because they have made the proper decision.

Explanation

Sinners are not sentenced to an eternity of torment. Shree Krishna argues, based on the transforming power of bhakti, that even the most heinous offenders should no longer be labelled as sinners if they begin to serve God entirely. They have made a pure decision and, as a result of their noble spiritual intention, should be called virtuous.
When a living being is conditioned, he engages in two types of activities: conditional and constitutional. There are obviously distinct activities, even for devotees, in relation with the conditional life, such as protecting the body or adhering by the rules of society and state, and such activities are referred to be conditional.

Aside from these, a living entity who is fully aware of his spiritual essence and engaged in divine consciousness, or devotional service to the Lord, engages in transcendental activities. These actions are technically referred to as devotional service and are carried out while he is in his constitutional position. Now, in the conditioned state, devotional service and conditional service in reference to the body may sometimes coincide.

However, these activities might sometimes conflict with one another. A devotee is as cautious as possible in order to avoid doing anything that can jeopardize his good health. He understands that the perfection of his actions is contingent on his gradual realization of divine consciousness. However, there are moments when it is obvious that a person is depressed.

Apart from these, a living entity engaged in transcendental activities is one who is fully aware of his spiritual existence and engaged in divine consciousness or devotional service to the Lord. These actions are formally known as devotional service and are performed while he is in his constitutional position. Now, devotional service and conditional service in relation to the body may sometimes overlap in the conditioned state.

These pursuits, however, may occasionally conflict with one another. A devotee exercises extreme caution in order to avoid doing anything that would jeopardize his health. He recognizes that the perfection of his activities is conditional on his gradual awakening to divine consciousness. However, there are times when a person’s depression is visible.

Even a yogi fully engaged in the Lord’s service can become entangled by the material defilement; however, Divine consciousness is so strong that such an infrequent lapse is quickly repaired. As a result, the devotional service procedure is always a success. No one should mock a devotee for straying from the perfect path once in a while, since, as the next verse explains, such straying will cease in due time once a devotee is fully immersed in Divine consciousness.

Verse & what we can learn

The quickest way to reach Ishvara is via commitment. It is so simple that even a criminal or a sinner in the world can be regarded a saint if he worships Ishvara completely. There are no requirements for Bhakti. Anyone, at any stage of life, can practise it. All we have to do is broaden the definition of worship to include everything we do. If a person has exceedingly poor behaviour, if he is the worst of sinners, and he begins to worship Ishvara with single-minded devotion, this resolve is sufficient to elevate him to the rank of a saint.

The individual who has turned his focus away from all worldly goals such as name, celebrity, wealth, and power. Ishvara is his sole objective. So, while this individual may not appear to be a saint on the outside, he should be regarded one, Such a saint has come to identify or feeling of “I-ness” with the infinite Ishvara rather than his own body. But it’s his resolve, or his commitment to this route, that matters the most.
